Student Loan money being held?

I am a full time student in SC. My summer semester started in may, and ends in August. I STILL have not received my Student Loan check/Refund money and my college cannot give me a specific date of when the funds will be sent to me. I am FURIOUS and so are many other students. I need to know if them holding the money this long is illegal and if it is who I need to talk to to get my money.
